The University Financing Foundation was co-founded in 1982 by Thomas Hall with the goal of assisting colleges and universities in acquiring facilities, and equipment, through third-party tax-exempt bond financing. Tom was instrumental in introducing the concept of a state-backed one year lease with multiple renewal periods to the tax exempt bond market. Since its inception, TUFF has financed over $800 million of college and university facility transactions using this concept, loaned over $48 million to colleges and universities to purchase land and equipment and has furnished over $8 million in grants to various colleges and universities.
Tom is a 1958 Industrial Engineering graduate of Georgia Tech. For 13 years he assisted in alumni development for his alma mater. His interest in investment banking took him to White-Weld where he participated in the firm’s management of institutional and retail public finance offerings. Tom served as Technology Park/Atlanta’s Vice President and Director, before joining Korn/Ferry, an international executive search firm, in 1978. There he served as managing Director for the Southeastern Region.
Since 2001 Tom has focused exclusively on The University Financing Foundation in the capacity of President and Chief Executive Officer. Tom and his wife Margaret, divide their time between their homes in Atlanta, GA and Highlands, NC.
They gave two grown children and four grandsons.
